Korea is once again on collision course with the U.S after the government and ruling party on Wednesday agreed to pull Korean troops out of Iraq by late next year,[link widoczny dla zalogowanych], less than two weeks after President Roh Moo-hyun promised his U.S. counterpart to wait before setting a date for their withdrawal. The decision comes hard on the heels of wrangles over the transfer of wartime operational control of Korean troops to Seoul.
President Roh Moo-hyun told U.S. President Bush in Hanoi on Nov. 18 that Korea will reduce Korean forces in Iraq but extend their mandate and did not mention withdrawal. According to a Cheong Wa Dae official,[link widoczny dla zalogowanych], Korea promised to discuss all matters concerning the Zaytun Unit in northern Iraq with the U.S. in advance, and the U.S. president thanked Korea for its cooperation. When the ruling Uri Party urged the government to present a pullout plan if the mandate is to be extended,[link widoczny dla zalogowanych], that is what it told the party,[link widoczny dla zalogowanych], and a Cabinet meeting approved a bill to that end on Tuesday. He said misunderstandings can be avoided if a country consults with its diplomatic partner before changing a promise made by the president and approved by the Cabinet. Christian groups on Tuesday reiterated they will fight against the private school law. An appeals court on Sunday acquitted a 20-year-old college student of sexual assault against a 27-year-old married neighbor. The court accepted the student��s argument that he had a relationship with the woman,[link widoczny dla zalogowanych].

As the climate becomes more unpredictable,[link widoczny dla zalogowanych], companies may need to take preparations. Climate changes such as El Nino will affect everyday lives and companies should factor such changes into their management strategies, the report says. Smoke and fire after an Israeli airstrike hit the suburbs of Beirut,[link widoczny dla zalogowanych], Aug. 4, 2006
Israel carried out some of its heaviest airstrikes to date Friday in its 24-day air and ground campaign to push Hezbollah militants out of southern Lebanon and destroy the Hezbollah infrastructure in Lebanon. Six Israeli soldiers were reportedly killed in Lebanon on Friday,[link widoczny dla zalogowanych], as Israeli ground forces continue to encounter heavy resistance from Hezbollah militants.

For the first time, Israeli airstrikes targeted Lebanon's Christian enclaves north of Beirut, destroying four bridges on Lebanon's main North-South Highway,[link widoczny dla zalogowanych], and effectively closing Lebanon's remaining road links with Syria. Israeli airstrikes also repeatedly struck the predominately Shi'ite suburbs of southern Beirut.
On the ground, Israeli troops encountered heavy resistance in their bid to dislodge Hezbollah guerrillas from areas along Israel's border that Israel wants to turn into a 15-kilometer-wide security zone. Israel's defense minister has reportedly requested approval to send Israeli forces even further north - to the Litani River - more than 20 kilometers inside Lebanon,[link widoczny dla zalogowanych], in a bid to stop Hezbollah rocket attacks on northern Israel. Foreign Ministry spokesman Mark Regev says Israel's strategy is in part dictated by the desire not to occupy large areas of Lebanese territory,[link widoczny dla zalogowanych], which it did for 18 years,[link widoczny dla zalogowanych], until the year 2000.

The government is developing solutions for the problem that the majority of the 78 member nations of the International Hydrographic Organization (IHO) support the single name "Sea of Japan" for the body of water that geographically splits Korea and Japan,[link widoczny dla zalogowanych].
The issue will be discussed at the next IHO general conference,[link widoczny dla zalogowanych], which opens in Monaco on May 7.
"Although the majority of IHO member countries are supporting the single appellation 'Sea of Japan,[link widoczny dla zalogowanych],' we will never tolerate the sole use of that name,[link widoczny dla zalogowanych]," a government official said at press briefing on Monday.
"There has been widespread international sentiment to use both names,[link widoczny dla zalogowanych], 'East Sea' and 'Sea of Japan,[link widoczny dla zalogowanych],' yet the majority of IHO member nations are inclined to Japan's position. We are planning to explain to the member countries why using both 'Sea of Japan' and 'East Sea' is more appropriate," the official added.
The IHO reversed its previous position on using the single name "Sea of Japan" after an objection by South Korea at a 2002 meeting. In the fourth edition of "Limits of Oceans and Seas", the IHO deleted "Sea of Japan",[link widoczny dla zalogowanych], which had been the sole name used since 1929,[link widoczny dla zalogowanych], and put the matter up for a vote. But a month later the vote was suspended apparently because of pressure from Japan. The coming IHO meeting will discuss the issue and put it to a vote again.
"We will make an effort to prevent the IHO from holding a vote on the single appellation 'Sea of Japan.' If the vote is held,[link widoczny dla zalogowanych], we will pursue a goal of getting member countries to abstain,[link widoczny dla zalogowanych]," the official said.
The government is planning to send a delegation led by Song Young-wan,[link widoczny dla zalogowanych], the director general of the International Organization Bureau at the Foreign Ministry. The delegation will consist of members of the Foreign Ministry, the National Oceanographic Research Institute,[link widoczny dla zalogowanych], the North East History Foundation and a private research organization.

Large buildings in downtown Seoul such as department stores will have to reduce their traffic volume by 10 percent from March next year,[link widoczny dla zalogowanych]. The Seoul Metropolitan Council on Wednesday ratified an amendment of an ordinance on parking lots which makes it compulsory for them to reduce car traffic,[link widoczny dla zalogowanych].
